This is what unsuccessful people tell themselves to feel better about not succeeding. The truth is that the vast majority of major label projects flop and a small percentage of very successful artists make enough money to pay for gambling on way more projects. If it was so easy to just make anything a hit, all major label releases would be hits. So it's safe to assume, that in fact you can't force any song into a hit, even if you spend a lot.
