They are more similar than they are different. The differences are the build, the body, head basket, the way the internal components layout is more horizontal and the C12 is more vertical. A big difference is the pattern selection is all 3 on the 251 mic where a C12 has a separate box to choose patterns. So the power polarity inside the mic that controls the capsule front and back is a different system between them.
I guess Telefunken wanted a mic from AKG that resembled a chunky U47 more than a long thin C12.
They sound slightly different, I feel a C12 sounds more scooped with more low bass and a 251 has more low mid activity but rolls off sooner and is a little more mellower up top. It depends on the mic in question too and whether it’s tube is the export version or not.
The output capacitor is very different too so there’s that but when you build them you feel like you’re making the same mic if you use modern parts.
